Could a u.s. state be disincorporated if its population reached a certain mark?

Aren't sparsley populated states like wyoming, alaska and vermont overrepresented in congress? How many people need to live in an area to be a state? Why should less than 600,000 people get to elect 2 senators? Texas is huge and they get 2 senators like alaska which has less people than many texan cities. Can we turn underpopulated, overrepresented states back into terrortories?
