Advice please my dog was just attacked?

I would call animal services or animal control. They will look into the issue and give the owner instruction. They won't take the dog away on a first visit, but if the problem persists and they have to come out several times, the dog will be removed from this home and possibly put down. This owner needs to take this problem more seriously.
