Cycling my new saltwater tank?

i have a 14 gallon reef tank right now and i am upgrading to a 60 gallon reef tank. right now i have 1 damsel and a couple of live rocks from my established tank. i have been having the tank running for a week now. i tested my water and ammonia 0 nitrite 0 and nitrate 0. i think my tank is not cycling. i think the reason why is because i only have one damsel in the tank. every week when i do water changes on my 14 gallon i am going to put the water i take out on the 60 gallon to put the bacteria in the tank. d you think that is a good idea? i really don't want to buy more damsels. and i heard putting a piece of shrimp is bad to cycle a tank because it is going to raise phosphate. i need advice on how should i cycle my tank
