I'm Belgian, so I guess what you're looking for is 'blinde vinken' in Flemish. But that's not a dish, it's just somekind of meat, that you can buy in the store. So it can be prepared in many ways. Basicly, a blinde vink is just chopped meat (it's called'gehakt' in flemish, but I don't know the english word...) wrapped in thin slices of bacon.
